To find out, I tried my best to sync up lines from the official Kizumonogatari audiobook to scenes from the film. There's lots of things to note here: 1.
The film has a bit of a different direction and some things taken out from the book, so a lot of lines are acted differently in the film. Voicing an audio book is very different than doing a dub. If this were an actual dub, the actors would try much harder to sync up the lines and match the same emotion in the scenes.

Even in the unlikely chance that Monogatari does get an official dub for the TV series, the chances of them using these same actors probably isn't that high since it would be handled by a completely different company. LASTLY, excuse some of the audio hiccups near the end of the video. I tried re-rendering this video multiple times but it only got worse each time so I just used this one, hope it doesn't ruin it too much.
